First Coast Advantage (FCA) is a Provider Service Network (PSN), established and operated by Shands Jacksonville, that coordinates benefits for Medicaid Members under the State's Medicaid Reform Plan.  FCA is required by AHCA (Agency for Healthcare Administration) to provide certain policies and procedures for our contracted providers upon written or oral request.
